Funding for open access: new "funds" for libraries | The counter open access
Why not by Pete Reed (CC-BY-NC) The "Gold" model of publishing research results in open access, can be financed in 2 ways: - by subsidizing a publishing infrastructure that supports overall cost of editing a journal or more - by paying publication costs (Article Processing Charges APC) per item for researchers recent years, universities have started to put in place specific funds for the path opened by Gold access: a page from the Open Access Directory is devoted to these funds (OA journals funds). A quick analysis of the 55 properties significant listed on the page gives us some interesting information: - in 81% of cases, it is the library that is responsible significant for managing these funds - or is strongly associated. - More than two thirds of the funds specifically exclude funding published in hybrid journals (the journals subscription offering the release significant of individual items) items. significant When hybrid journals are accepted, they are generally subject to condition (funding is capped at half the funding to articles published in journals in full open access, for example). - Apart from some early settlements, most of the funds were in place from 2008-2009, and the movement significant has accelerated since 2011 - 24% of the funds are affiliated or compliant Compact for Open Access Publishing Equity ( COPE), an agreement by which the signatory institutions undertake to support the financing of the publication in open access contributions from researchers. This support takes the form of the establishment of sustainable significant mechanisms for the payment of publication fees "reasonable" to journals that require it. - More than half of the listed significant funds of North America initiatives (USA and Canada). Among European initiatives, it was in Germany that the practice is most developed. - Nearly 90% of cases, an open institutional repository is available in schools. And in many cases, obtaining financing is subject to a mandatory deposit articles in the archive. significant - For 60% of institutions surveyed were indications of the amount financed by article: it stood at 2,134 euros on average, with limitations per person or per project. The recent statements of British and American governments are encouraging the creation of these funds of funds, which should logically multiply in the coming years: a new skill for libraries?
